. DOCKET FOS. 50-269 AND 50-270 INTRODUCTION By let tar dated May 29, 1974, Duke Power Company proposed a change to the
.Oconee Nuclear Station,. Units 1 and 2 Technical Specifications.
The pro-posed change involves restructuring and adding supervisory positions in the station ' organization.
-DISCUSSION The significant changes in the station organization in this proposal are as follows:
(1)
Instrument and control personnel will be noved from -the Technical Support Group and will report to an Instrument Engineer who in turn will report to the Maintenance and Instrument Engineer.
(2) Health physics personnel will report to a Health Physics Supervisor and chemistry personnel will report to the Station Chemist.
Both supervisors will report to the Technical Support Engineer. At present, chemistry and health physics personnel report to the same supervisor.
The' supervisory and professional personnel who will fill the posi-tions shown in the revised organization chart will meet the training l
and experience requirecents described in Sections ~4 and 5 of ANSI 16.1.

EVALUATION-
- This proposed change provides for a separation of the maintenance and support personnel as'to function and assigns a supervisor to each function.
Tne professional personnel to whom these supervisors-report are also assigned along functional ~ lines. The additional supervisors provided for in this change will serve.to strengthen the supervision and administration of the 0conee: Nuclear Station,_ particularly with regard to maintenance activities.
CONCLUSION The staff concludes that:
(1) the change does not involve a significant hazards consideration since it does not involve a substantial increase in the probability or consequences of accidents previously considered and does E
not involve a substantial decrease in the margin of safety; and (2) there is reasonable assurance that the health and safety of the public vill not

. revised Technical Specifications for operation of the Oconee Nuclear

Station, Units 1 and 2, located in'Oconee County, South Carolina. The a'endments are effective as of date of issuance.
m The amendments permit a change to the station organization in the technical support and maintenance areas.
The application for the amendment complies with the standards and requirements of' the Act and-the Co=ission's rules and regulations and the Commission has made appropriate findings as required by the Atomic Energy Act of 1954, as amended, and the Cornission's rules and regulations
