l Introduction j

By letter dated August 19, 1974, Duke Power Company requested changes to the Technical Specifications appended to Facility Operating Licenses DPR-38, DPR-47, and DPR-55 for the Oconee Station. The proposed changes involve:

1.

Title change within the station organization.

2.

Changes to the station organizational chart.

3.

Changes to the management organization chart.

Discussion The proposed change would revise the following pages in the Technical Specifications to reflect the title change from Plant Superintendent to Station Manager: 6.1-1 through 6.1-4, 6.2-1 and 6.3-1.

On page 6.2-1, Section 6.6.4 has been eliminated. However, the requirements of this Section are in Section 6.6.2.1 which remains unchanged.

. The following changes to the station organization chart have been proposed:

1.

The title of Plant Superintendent will be changed to station Manager.

2.

The position of Assistant Plant Superintendent will be eliminated.

3.

Clerical Staff and Visitor Center Staff will be removed from the chart.

operating group will be changed from Engineer to Superintendent.

The proposed change in the management organization chart (Figure 6.1-2) will simplify the reporting channels for the Safety Review Committee and the Station Review Committee.

The organization and titles incorporated in the proposed change will be standard for all Duke Power Company nuclear stations.

i Evaluation In myiewing this proposed change, the staff found that it dealt mainly with title changes aad the elimination of; redundant requirements, multiple reporting channels and non-operational groups. The elimination of the position of Assistant Plant Superintendent is compensated for by eliminating non-operational responsibilities, upgrading the supervisory positions in the Service and Operation groups, and shortening the authority chain between the station Manager and the operating personnel.

Tne staff has concluded that this proposal does not involve a substantive change in the Oconee Station organization and strengthens the review and audit functions within the licensee's management organization. The resulting organizational structure is acceptable and consistent with the criteria of ANSI 18.1.

Conclusion We have concluded, based on the reasons discussed above, that the authoriza-tion of these change.;doesnot involve a significant hazards consideration.

We also conclude that there is reasonable assurance (i) that the activities authorized by these amendnents can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted

S. Atomic Energy Commission (the Commission) has issued Amendments No. 4, 4 and 1 to Facility Operating Licenses No. DPR-38, DPR-47 and DPR-55, respectively, issued to Duke Power Company which revised Technical Specifications for operation of the Oconee Nuclear Station, Units 1, 2 and 3, located in Oconee County, South Carolina.

The amendments are effective as of the date of issuance.

These amendments incorporate in the Oconee Technical Specifications the organizational position titles which will be standard for all Duke Power Company nuclear stations.

The application for the amendments complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comission has made aporopriate findings as required by the Act and the Commission's rules and regulatiens in 10 CFR Chapter I, which are set forth in the license amendments.
