Dear Mr. Arnold:

The Nuclear Regulatory Consission has issued the enclosed Amendment No.11 to License No. DPR-73. This amendment consists of changes to the technical specifi-cations in response to your request dated June 23, 1980, a draft copy of which was supplied to and reviewed by the NRC staff on June 20, 1980. The need for this change was discussed in our meeting at TMI on June 19, 1980.

This amendment approves your proposed change to the Appendix B Technical Specifi-cations for the Three Mile Island Nuclear Station, Unit 2 dealing with bypassing the interlocks from the Reactor Building Exhaust Monitors HP-R-225 and HP-R-225 to Dagers 05129 A/D and D5129. B/C respectively during purging to the TMI-2 reactor building Fmanhere pursuant to the Commission's Order for Tegcrary Modification of Lican'

We have determined that the amendment involves an action which is insignificant from the standpoint of environmental igact and that there is reasonable assurance that the health and safety of the public will not be endangerud by this action.

Having made this determination, we have further concluded that pursuant to 10 CFR 551.5 (d) (4) an environmental igact statement, negative declaration or environ-mental igact appraisal need not be prepared in connection with the issuance of.
