JUN 2 2 g J. Sniezek, Chief. Light Water Reactors Programs Branch, IE CRYSTAL RIVER ADMINISTRATIVE PROCEDURES Enclosed is correspondence between Mr. Garrett P. Hebb and this office regarding interpretation of 10 CFR Part 55.
We are developing an answer to his letter, dated May 24, 1976 with OELD.
However, I believe it would be appropriate for Region II, IE to review the administrative procedures in use at Crystal River to determine if an adequate chain of command exists for the proper operation of the facility.
I would appreciate receiving information regarding the ade-quacy of the procedures price to developing a final answer to Mr. Hebb.
You will note from our reply, dated May 7,1976 that we and OELD are reluctant to provce an interpretation based on a hypothetical case.
