Toledo Edison acknowledges receipt of your December 15, 1976 letter request-ing additional comments concerning an apparent noncompliance from our QA program co=mitments.

(Reference IE, Report No. 050-346/76-18).

Toledo Edison offers the following additional information regarding the apparent noncompliance identified in your report under "Su= mary of Findings",

including corrective action and steps taken to avoid further occurrences.

NRC Paragraph 1.d.(2)(b) - TECo Response In addition to TEco's previous commitments specified in letter Serial No. 160 dated November 22, 1976, the following additional actions have been performed:

The Bechtel Field Construction Manager has reviewed Bechtel's records for assurance that FAP-100 Revision 3 was forwarded to the applicable contractors for their compliance.

The records reviewed indicated that FAP-100, Revisica 3 was transmitted on May 7, 1976 in letters FL23-3674 and FLl4-3811 to the instrumentation and electrical contractors. The Bechtel Field Construction Manager in letters FL23-3417 and FLl4-4440 dated December 10, 1976 emphasized to the field contractors that the tagging requirements in FAP-100 must be enforced.

As additional corrective action, Toledo Edison conducted a contractor personnel training program in October, November and December of 1976. One phase of the training program included the tagging requirements in FAP-100. This program, including written tests, was held with all field contractors and involved approximately 1800 personnel.

A list of all personnel who attended these training sessions is available for review.

I Furthermore, the tagging criteria specified in FAP-100 is on display in two separate locations which the craf t personnel pass in entering and exiting from the auxiliary building.

All the above commitments have been implemented and all corrective action is considered to be complete as of January 3, 1977.
