The following letter is in response to your letter dated April 4,1975, concerning the "B&W Standard Technical Specifications" and the implementation of these specifications for the Davis-Besse Nuclear Station, Unit 1.

The development of Standard Technical Specifications (STS) by the NRC staff has been in progress for almost two years as part of the Commission's proSram of standardization. The purpose of the STS concept is to provide the most effective use of NRC and r.pplicant manpower and provide a consistent and uniform approach to the issuance of Technical Specifications.

1I Enclosed for your information is a letter dated January 31, 1975, from l Mr. Edson G. Case of the NRC to Mr. John E. Ward of the Aconic Industrial Forum, Inc., that discusses the development of STS.

The light water reactor STS for each of the nuclear steam supply vendors have been or will be applied first to facilitieo that are in the OL stage of our review process. Your Davis-Besse Nuclear Power Station Unit 1 will be expected to use the STS being developed for B&W type plants. In our letter ta you dated January 17, 1975 from Mr. A. Schwencer, we noted that Davis-Besse 1 would be one of three lead facilities whose Technical Specifications would be of the standard version being developed for B&W type plants.

Considerable effort has already been expended on the basic standardization of Technical Specifications. As you know, B&W and the utility group in which you are participating are working with the NRC staff to complete the development effort on the B&W STS. A schedule for completing this effort with the B&W utility group was discussed at its first meeting with us on February 24, 1975. A summary of that meeting and a copy of the schedule tentatively adopted at that time are enclosed.

The bases for considering unresolved itens in the development of the BW STS and for specific facility design have been discussed at each of our

meetings with the BW utility group so that the utilities would understand the logic which would be applied in considering unresolved items. To date, the necessary consultation with the NRC staff has been achieved, all unresolved items fully considered, and most utility group consnents resolved.

Er. closed you will find a revised schedule for the 3W STS developnent j4 effort as worked out with the utility group and the schedule for adopting the B W STS to the Davis-Besse 1 design. The schedule is predicated on providing the maximum time available for training facility station personnel.

j While we anticipate completing the development of ths BW STS with utility group participation in time to apply this effort to the Davis-Besse 1 STS, we are prepared to proceed independently with you to ensure the timely l

availability of these specifications for your facility.

Please examine the enclosed schedule for Davis-Besse 1 and advise the Licensing Project Manager, Leon Ergle, within 10 days af ter receipt of this letter if these dates are unacceptable.
