Dear Mr. Carlson:

In response to your letter dated April 2, 1980, forwa: ding the subject

inspection report, our letter dated April 28, 1980, was submitted in

accordance with 10CFR2.201.

The reply addressed the actions taken as a

result of the noted noncompliance - the failure to follow procedures and

perform station housekeeping tours.

Following discussions with the NRC Resident Inspector concerning our

reply, the following actions are being taken:

1.

The option of the Station Superintendent to waive the formal house-

keeping tours will be deleted from the housekeeping procedure.

2.

During heavy construction activities, Construction Safety Inspectors

will be required to conduct housekeeping tours in accordance with

Chapter 1, Section J, of the Beaver Valley Power Station Maintenance

Manual to supplement the required facilities inspection tours.

Pro-

blem areas that are identified on the construction tour reports will

be reviewed and investigated for resolution.

3.

Depandent upon the magnitude of maintenance and/or construction

activities, housekeeping tour frequencies will be adjusted as plant

conditions dictate.

The Beaver Valley Power Station Fire Protection Plan is written in

accordance with Regulatory Guide 1.120, " Fire Protection Guidelines

For Nuclear Power Plants," which references Regulatory Guide 1.39 for

housekeeping requirements.

The Beaver Valley Power Station Mainten-

ance Manual, Chapter 1, Section J - Housekeeping, is being revised

to reflect the requirements of Regulatory Guide 1.39, " Housekeeping

Requirements For Water-Cooled Nuclear Power Plants" and ANSI N45.2.3,

" Housekeeping During the Construction Phase of Nuclear Power Plants,"

which states, " Periodic 1..spection and examination of the work areas

and the construction practices shall be performed at scheduled inter-

vals to assure adequacy of cleanness and housekeeping practices."

5.

The above noted revisions to the Maintenance Manual will be issued by

July 7, 1980.
