Dear Mr. Howard:

In response to Items I.B.1 of the subject Inspection and Enforcement Report we submit the following.

Preceding our response is an identi-fication of that infraction identified in the aformentioned iten.

Item I.B.1 Contrary to Criterion III,10CFR Appendix B, design cha1ge for fabricating fire stops was accomplished without review and approval.

Response

We feel that lack of proper documentation for this change is an isolated incident pertaining to this particular subject.

Further changes to the fire stops will be properly documented.

We are in the process of instituting further considerations conceming this change to find the most economically feasible and effective solution in providing adequate fire stops. Combustible outer material has been found to have been used in the non-documented change thus we feel that a change is necessitated by this fact. As of the date of this letter, our investigations have revealed two possible solutions for providing effective

The first alternative involves renoval of all combustible materials from cable penetrations and insertion of additional noncombustible materials. Economic considerations as well as the time factor may prohibit this, so a second alternative has been established to be utilized in the event that the first altomative is not feasible. This second alternative involves the spraying of a noncombustible material (Flamemastic) over the existing fire stops if tests reveal the fix to be adequate in providing necessary protection.
