Gentlemen:
As committed to in our letter of April 24, 1978, provided below is our response to infraction B of the subject report.
B.
Failure to Adequately Execute QC Surveill'ance of CILRT:
As required by 10CFR50, Appendix B, Criterion X, we have an established inspection program, this is further amplified by NRC approval of Arkansas Power and Light Topical Report APL-TOP-1A.
It is our interpretation that sectJon l of our Quality Assurance Manual - Operations, does not require that the Quality Control Engineer or his representative perform inspections in accordance with written inspection procedures on all activities affecting quality.

The Orange Book, to which we are committed, states in part,
. 7.
Section X, " Inspection," has been revised (a) to eliminate the implication that in-process inspection and man-datory inspection hold points are, in all cases, required...".
Due to the voluminous work load encountered during outages, most 9
of the activities conducted by the Quality Control Engineer and (Q
his staff are of the review and surveillance type.
Section 18.3 of our Quality Assursnce Manual describes our review and surveil-lance program, and the method for documenting surveillance items provided in Quality Control Procedure 1004.08 (Quality Control Inspections).

d It was planned that the Quality Control group review and survey the Integrated Leak Rate Test prior to its completion.
7.he NRC Inspector identified an infraction for failure to follow the CILRT procedure prior to the QC inspector's arrival at the test console.
The QC Inspector did verify that the identified discrepancies were resolved prior to the test proceeding.
It is our belief that we are in compliance with 10CFR50, Appendix B, Criterion X and Section 10 of our Quality Assurance Manual.
