Gentlemen:
This refers to the inspection conducted by Messrs. Sutton, Hunnicutt,
Naidu and Jablonski of this office on October 23 - 25, 1974, of activities
at the Davis-Besse Constructior. site authorized by AEC Construction
Permit No. CPPR-80 and to the discussion of our findings with you and
Messrs.. Novak, and Lenardson and others of your staff at the conclusion

of the inspection.
'
A copy of our report of this inspection is enclosed and idencifies the
areas examined during the inspection. Within these areas, the inspection
consisted of a selective examination of procedures and representative
records, interviews with plant personnel, and observations by the
inspectors.
The inspectors also examined actions you have taken with respect to the
matter identified in your letter of July 26, 1974, which we previously
brought to your attention. We have no further questions regarding this
matter.
In addition, the inspector determined that corrective action is being
taken with respect to violations discussed in your letters of August 28,
1974, and September 25, 1974. The items and their resolution or planned
resolution are identified in Part III of the Detail Section of the
enclosed report.
Duri;ui this inspection, it was found that certain of your activitics
appear to be in violation of AEC requirements. The items and reference
to the pertinent requirements are listed under Enforcement Action in the
Summnry of Findings Section of the enclosed inspection report.
