During discussions between NRC and BG&E staff, we described our initiative to review Operating Procedures and associated Operating Instructions, as well as selected Operations Surveillance Test Procedures prios to the Unit One startup. As requested in Reference (a), the procedures being reviewed and our schedule for completion of these reviews is provided in Enclosure (1).

CALVERT CLif FS' REVIEW OF OPERATING PROCEDURES l

In preparation for start-up of Unit One, Calver t Cliffs is reviewing Operating Procedures (OP),
associated Operating instructions (01),
as well as selected Operations Surveillance Test Procedures (STP). The list of the procedures being review-d i* provided in Tables (1) through (3). Our process includes a review of each of these procedures by members of the operations staff, validation of ops on the simulator, and incorporation of recommended changes.
Operating Procedure /Opeiating Instruction reviews are progressing on a schedule which should have the expected OP/OI changes required prior to start-up identified
- for training by November 24, 1989. This will allow training (on 6he expected procedure changes) for the five contiot room crews to begin during the week of November 27, 1989.
Add!t.i nal training shall consist of a review of the selected OP retrain tasks ideatified in the Calvert Cliffs Nuclear it,wer Plant Job / Task Analysis. A combination of classroom training, simulator training, and required reading shall be used to present the material. As a minirium, any control room crew members who are absent from the training will review the ops and their changes through the required reading process.
One control room crew will be traiaed each week. Therefore, each crew will be trained on the OP/OI changes associated with our reviews prior to the scheduled start-up date of Unit One.
All STPs should be reviewed and changes incorperated by December 8,
1939. Our schedule for incorporating any required changes
- o each OP and associated Ols is shown below. As the procedures receive Plant Operations and Safety Review Committee approval, any differences between the expecied changes provided to Nuclear Training and the approved procedures will be nssessed and appropriate additional training provided.
