(NRC INSPECTION REPORT NOS. 50-369/89-24 AND 50-370/89-24)
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by -
i
P. K. VanDoorn and T. Cooper on July 22 through September 12. 1989.
The
inspection included a review of activities authorized for your McGuire
'
facility.
At the conclusion of the inspection, the findings were discussed
'
with those members of your staff identified in the enclosed inspection report.
Areas examined during the inspection are identified' in the report.
Within
l
these areas the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
The inspection findings indicate that certain activities appeared to violate
.
NRC requirements.
The violation, references to pertinent requirements, and
i
elements to be included in your response are described in the enclosed Notice
l
of Violation,

One violation described in the enclosed Inspection Report is under
!

consideration for escalated enforcement action.
Accordingly, no Notice of
'
l
Violation is being issued at this time for this violation and no response is
l
required.
However please be advised that the number and characterization of
'
the violation described in the enclosed Inspection Report may change as a
!
result of further NRC review.
An Enforcement Conference - to discuss the
violation has been scheduled for October 20, 1989.
You will be' advised by
separate correspondence of the results of our deliberations on this matter.
!
Your attention is invited to the unresolved item identified in the inspection
l
report. These matters will be pursued during future inspections.

In accordance with Section' 2.790 of the NRC's " Rules of Practice." Part 2
l
Title 10. Code of Federal Regulations, a copy of this letter and its enclosures
will be placed in the NRC Public Document Room.
