We offer the following response to the Item of Noncompliance in the referenced inspection report. -

NOTICE OF VIOLATION As required by Technical Specification 6.8.1, procedures referenced in Reg. Guide 1.33 (1972), Appendix A, must be followed. Section G.5.d of Reg. Guide 1.33 (1972), Appendix A, lists protective clothing as an area where procedures are needed. Facility Radiation Protection Procedure RP-101, Radiation Protection Manual includes procedures for use and reuse of protective clothing. Section 4.9 of RP-101 states laundered protective clothing is acceptable for reuse if survey readinge indicate a radiation level below 1500 counts per minute as measured with a side window G-M t ube.

Contrary to the above, on March 18, 1980, several dozen sets of laundered coveralls were found with radioactivity in excess of the above limits.

Measurements indicated radiation levels as high as 7 mrem /hr, corresponding to an estimated 7000 to 10000 counts per minute.

Response: Upon discovery of the coveralls found to be above the adminis-trative limit for radioactivity, all storage areas were checked immediately for any additional coveralls consistent with thi.i concern. Virtually all examples were found in the one area identified by the inspector. These garments were returned to the laundry for rewash.

As a result of this event the following measures were taken to prevent recurrence:

.9 s e (1) Personnel opetating the laundry were reminded of the importance of procedural adherence.

(2) The section of the procedure addressing laundry survey requirements was posted in the laundry area.

(3) A revision to the survey requirements was submitted to change the upper limit of 1500 cpm to 1 mr/hr, utilizing a ball geometry.

Full compliance has been achieved.
