RII:DRQ 101 Marietta St., Suite 3100 50-302/79-55 Atlanta, GA 30303 We offer the following response to the apparent Item of Noncom-pliance in the referenced inspection report.
As required by Florida Power Corporation's approved Quality Assurance Program, housekeeping requirements were estab-lished in accordance with Regulatory Guide 1.39-1976 and ANSI N45.2.3-1973.
Implementing instructions pertaining to Crystal River #3 are contained in Administrative Instruction AI-1000.
Contrary tc the above, on December 12, 1979, it was observed that established housekeepir.g requirements had not been adhered to, in that excessive amounts of plastic, cardboard, wood, piping and fittings, and general debris had been allowed to accumulate within the Auxiliary Building creating a potential fire and industrial safety hazard.

Response
Good Housekeeping Procedure AI-1000 states that it is the responsibility of each employee to implement and maintain good janitorial and job-related housekeeping prac-tices.
This concept is presently being strengthened during the plant indoctrination and security training sessions con-ducted prior to an individual being granted plant access.

This revision will clearly define the areas of responsibility necessary to implement the procedure, main-tain the status of deficient items, and provide follow-up activity to assure corrective action has been taken.
Implementation of the proposed revision will be prior to 1 May 1980.
