Dear Mr. Counsil:
The Comission has issued the enclosed Amendment No. 56 to Facility Operating This License No. DPR-65 for Millstone Nuclear Power Station, Unit No. 2.
amendment deletes satisfied License Condition 2.C(3) in regard to the restric-tions to prevent steam generator water hamer events in response to your request of March 21, 1978.

. acceptability of your modifications made to re uce s eam g events in the feedwater systems of Millstone Unit No. 2, as described in your submittals dated August 1,1977, January 11 and March 21, 1978 and November 30, 1979.
Based on our review, we conclude that modifications made to install top dis-charge "L" tubes on the feedring for each steam generator and changes to the operating and emergency procedures that specify how the steam generator levels are to be controlled, as agreed to by your staff, will minimize the likelihood of steam generator water hamer events in the Millstone Unit No. 2 feedwater systems.
A copy of the Notice of Issuance is also enclosed.
