Gentlemen:
Millstone Nuclear Power Station, Unit No. 2 Additional Information on Propos A Revisions to Technical Specificati ens In Reference (1), Northeast Nuclear Energy Company (NNECO) proposed to amend its operating license, DPR-65, by incorporating changes into the Millstone Unit No. 2 Technical Specifications. Changes identified in Reference (1) resulted in a revision to the Fire Detection Instruments Table 3.B-10.
Subsequent conversations with the NRC Staff on the proposed changes have identified areas in which additional clarification is required.
Clarification is provided as follows:
a)
Item (4) - West / East DC Equipment Room The original Technical Specification indicated that a total of seven G) heat detectors provided surveillance for these areas. The proposed Technical Specification revises this item to show a total of seven (7) smoke detectors per the requirements documented in Reference (2).
b)
Item (2) - Control Room Vent Duct, Item (3) - Cable Vaults and Areas, Item (8) - Main Exhaust Equipment Room Instrument location terminology was revised to be consistent with procedures and normal terminology utilized at Millstone Unit No. 2.

,5 The Technical Specifications provide requirements by which the plant must operate and as such are proposed to be written as accurately and concisely as possible.
c)
Item (2) - Control Room Vent Duct; It em (3) - Cable Vaults and Areas The total number of detector channels presently listed in the Technical Specifications for these areas was derived from plant drawings.
The proposed Technical Specifications revise the actual number of detection channels and minimum channels operable for the noted areas.
This revision reficcts the actual number and type of detectors in these areas at Millstone Unit No. 2.
It should be noted that the total number of minimum channels operable for the Cable Vaults and Areas has not been decreased, assuring the necessary fire detec tion capability.
We trust this information satisfactorily dispositions the Staff's concerns, such that the proposed license amendment can be issued.
