Applicant hereby requests the Commission to change Appendix A to the above-captioned license as follows:
- 1. Sections to be changed Sections 6.3. 6.4, and 6.5 1 2. Extent of Changes j This change incorporates the proposed changes for the facility staff reorganization.
3 Changes requested Replace Section 6, Pages 6-2a, 6-2b, 6-3, 6-4, and 6-6 of revised Section 6 pages.
- 4. Discussion Changes to the plant and Generation Organization are being made in an cffort to improve key functional areas at the Oyster Creek Station. The first organizational change involves the addition of a Manager of Training reporting directly to the Vice President, Generation with the station training functions reporting to him. It is felt this will broaden the perspective of training and provide better support for the expanding training needs of the Station.
The second organizational change involves a reorganization of the Radiation Protection function at the Station. The Supervisor, Radiation Protection will now report directly to the Station Manager. The Radiation Protection staff has also been expanded in order to provide a higher level of protection in the Health Physics area.
The final organizational change directs the Fire Protection Supervisor to report to the Plant Support Superintendent. The importance and complexity of fire protection and prevention at Oyster Creek requires this individual be placed at this level within the organization to assure adequate attention is given to this area.

7ne experience snall be in such areas as reactor physics, core measurements, core heat transfer, and core pnysics testing programs. Successful completion of a reactor engineering training program (suen as the 12 ween concentrated programs of fered by NSS Vendors) may oc equivalent to one year's nuclear power plant experience.
I supervisor Station Mechanical Maintenance Pequirements: Seven years of total power plant experience of which one year must be nuclear power plant experience. Two years of academic or related technical training may fulfill two of the remaining six years of required exparience.
4 Sup2rvisor Station Instrument te Electrical Maintenance Lequirements: Five years of experience in instrumentation and control, of which 1 a minimum of one year shall be in nuclear instrumentation and control at an operating nuclear power plant. A maximum of four years of this five year experience may be fulfilled by related technical or academic training.
Engineering Supervisor Tne engineer in charge of technical support shall have a Bachelor's Degree in Engineering or the Physical Sciences and have three years of professional level experience in nuclear services, nuclear plant operation, or nuclear engineering, and the necessary overall nuclear background to determine when to call consultants and contractors for dealing with complex problems beyond the scope of owner-organization expertise.
Surervisor Radiation Protection Requirements: Bachelor's degree or the equivalent in a science or engineerin subject, including some formal training in radiation protection. Five years of professional experience in applied radiation protection. (Master's degree equivalent to one year experience and Doctor's degree equivalent to two years experience waere coursework related to radiation protection is involved.) Tnree years of this professional experience should be in applied radiction protection work in a nuclear facility dealing with radiological problems similar to tnose encountered in nuclear power stations.
Cnemical Supervisor hequirements: Five years experience in enemistry of which a minimum of one year shall be in radiochemistry at an operating nuclear power plant. A maximum of four years of this five year experience may be fulfilled by related technical or ccademic training.
I 6.4 TRAINING l
6.4.1 A retraining program for operators shall be maintained under the direction of the Manager of Training and shall meet the requirements and recommendation of Appendix A of 10CFR Part 55. Replacement 6-2a
training programs, the content of which shall meet the requirements of 10CFR Part 55, shall be conducted under the direction of the Manager of Training for licensed operators and Senior Reactor Operators.
6.4.2 A training program for the Fire Brigade shall be maintained under the direction of the Manager of Training.
6.5 SAFETY REVIEW AND AUDIT The Station Manager and three organizational units, the Plant Operations Review Commi ttee (PORC), the Ind- endent Safety Review Groups (ISRG) and the General Office Review Board (GORB) function to accomplish nuclear safety review and audit of the Oyster Creek Station.
