Inoperable emergency feedwater pump Conditions Prior to Event: Unit at full power Description of Event:

In preparation for the Ocanee Unit 3 Loss of Electrical Load Test, the emergency feedwater pump (EFWP) was determined to be inoperable.

A periodic test, on March 26, 1975, had verified EFWP operability. When the emergency feedwater pump was determined to be inoperable on April 30, 1975, the Unit 2 EFWP was lined up to Unit 3 and the Unit 3 EFWP was subsequently repaired.

Designation of Apparent Cause:

Maintenance was performed on the emergency feedwater pump to repair a.

leaking packing gland on April 19, 1975. The packing was apparently set too tight and the pump was returned to service without verifying opera-bility as is required by procedure.

Analysis of Event:

The emergency feedwater pump is only one of several maans of supplying feedwater to the steam generators for decay heat removal and cooldown.

With the Unit 3 pump inoperable, feedwater could have been supplied by the hotwell pump, condensate booster pump and main feedwater pump train or by a cross connection from the Unit 2 emergency feedwater pump.

It is therefore concluded that the health and safety of the public was not affected.

Corrective Action:

Maintenance personnel were reminded of the importance of verifying equipment operability prior to returning the equipment to service.
