Dear Mr. Giambusso:

My letter of October 25, 1973 transmitted to you Unusual Event Report UE-269/73-8, " Main Steam Relief Valve Operation." This report stated that the main steam relief valves for Oconee Unit I had lifted following reactor trips from power levels less than 40 percent full power. The Oconee FSAR states that the combined actions of the control system and the turbine bypass valves should permit a 40 percent load reduction or a turbine trip from 40 percent load without safety valve action.

We indicated that further testing of the turbine bypass system, including a turbine trip test from 40 percent power or higher, was necessary and that we would keep you advised of the results.

On October 27, 1973, a turbine trip test from 40 percent full power was conducted. The turbine bypass system functioned as designed and the main steam relief valves did not lif t.

The turbine bypass systems for both Oconee Unit I and 2 have been modified to supply adequate motive force to the bypass valves.

These modifications should prevent any recurrence of this incident.
