By letter dated May 7, 1976, you' requested an exemption from_the~.

a, requirements of 10 CFR Part 50, Appendix H, Section II.C.2 to permit the operatica of Oconee Unit No. 2, cycle 2, with the reactor vessel surveillance specimens removed from the reactor vessel. Too additionally requested corresponding Technical Specification changes ~ to reflect

the removal of the survelliance capsules during ~ cycle 2 and to establish -
provisions to revise the capsule withdrawal schedufe prior to cycle 3
/
operation.
sc We have concluded that if the reactor vessel surveillanc.e capsules are re:noved from Oconee Unit No. 2 for cycle f' operation, the reactor vessti surveillance progran would continue to fulfill the, purpose of 10 CPR Part 50, Appendix H.

An exempt. ion to the requirements of Section II.C.2 of Appendix E'is therefore granted for Oconee Unit No.' 2 and operation with Llie sur-veillance capsules removed for cycle 2 operation is hereby authorised. ~
In additloa, the Commisa. ion has issued the enclosed Amead:=.ents Nos.
