Gentlemen:
This refers to the inspection conducted by Mr. Warnick and others of this
office on April 11-12 and 17-20, 1973, of activities authorized by AEC
Operating License No. DPR-38 for the Oconee Unit 1 facility, and to the
discussion of our findings held by Mr. Warnick with Mr. Smith and other
members of your staff at the conclusion of the inspection.
Areas examined during this inspection are as described in the enclosed
inspection report No. 50-269/73-4. Within these areas, the inspection
consisted of selective examinations of procedures and representative
records, interviews with plant personnel, and observations by the
inspectors.
During this inspection, it was found that certain of your activities
- appear to be in violation of AEC requirements. The item and
references to pertinent requirements are listed in the enclosure
to this letter. Item 1 in the enclosure requires no response from
you since the deficiency was corrected prior to the inspection and
-
your corrective actions have been examined.
It is our understanding that the penetration room ventilation system
filters will be retested using the design flow rate of 1000 cfm and
that reactor coolant maximum flow will be re-evaluated at the 75% power
level.

procedure review (items 1 and 2), in our letter of August 24, 1972,
pertaining to organization, audits, and procedures (items 1, 2 and 3),
all items in our letter of March 8, 1972, and in cur letter of
February 28, 1972, pertaining to materials of construction, please
be advised that we have no further gaestions at this time regarding
these items.
In accordance with Section 2.790 of the AEC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the
enclosed inspection report will be placed in the AEC Public Document
Rocm.
If this report contains any information that you believe to be
proprietary, it is necessary that you make a written application within
20 days to this office to withhold such information frem public disclo-
sure. Any such application must include a full statement of the reasons
on the basis of which it is claimed that the information is proprietary,
and should be prepared so that proprietary information identified in the
application is contained in a separate part of the document. If the
report contains no information which you believe to be proprietary,

please inform us in writing within 20 days to this effect.
In such
case, the report, as enclosed with this letter, will be placed in the

Public Document Room.

Certain of your activities appear to be in violation of conditions
,
of your license as identified below:
Technical Specification 4.11.1, " Environmental Surveillance,"
states in part that the water samples from the Keowee River
continuous sampler will be analyzed monthly for gross alpha
and beta and undergo an isotopic analysis.
Contrary to this requirement, the Keowee River was not sampled
continuously for the period February 6,1973, to March 23, 1973,
for gross alpha and beta activity and isotopic analysis.
This item requires no response since corrective actions have been
taken, the Keowee River is being continuously sampled, the viola-
tion has been investigated, and a report is being prepared for
review by the Station Review Committee as required by Technical Specification 6.1.2.1.d(3) .
