The attached report of a routine unannounced inspection on February 22-25,
1972, and a meeting with Duke management on February 29, 1972, is forwarded
for information.
The meeting with Duke management, Messrs. Thies and Lee, was at their
request. During this meeting, they described things which have been done
and are being done to improve the QA program at Oconee 1.
Our impression
is that progress has been =ade in upgrading the program; however, additional
improvements are desired by Region II.
We vill continue to pursue these
matters during future inspections.
We are unhappy with the numerous deficiencies found in the Unit 2 contain-
ment tendon tensioning program. They demonstrate the need for continuing
improvements in the quality program.
In response to our letter concerning
the items of nonecmpliance,we expect Duke to eccment on specific steps
taken to correct the deficiencies in implementation of their QA program
to prevent recurrences of these types of deficiencies.
Our inspectors have found a definite improvement in implementation of the
preoperational testing program for Unit 1.
