Inspection 50-333/78-19
This refers to your December 1,1978 response letter, to our letter
dated November 8, 1978.
We have no additional questions at this time regarding your response to
Noncompliance Items A and C.
With regard to Noncompliance Item B, we
understand, based on telephone conversations on December 6 and 11, 1978,
between yourself and Mr. E. McCabe of this office, that other occurrences
of this nature will be treated as follows:
a.
alternate system lineups to restore full operability consistent
with other requirements will be used where appropriate;
b.
that operator actions will not be credited as a substitute for
required automatic features of Protection or Engineered Safeguards
Systems, unless the conditions of the facility license specifically
allow such substitution, or unless NRC:NRR has specifically concurred
in such substitution; and,
c.
if the above conditions cannot be met, the Protection or Engineered
Safeguards Systems involved shall be considered inoperable.
If our understanding is incorrect, please contact us promptly.
The status of your corrective actions will be examined during subsequent
inspection.
