Combined Inspection 50-317/78-24 and 50-318/78-18
This refers to your letters dated November 22 and December 8,1978, in
response to our letter dated October 30, 1978.
With regard to the evaluation of the conservatism presented in your
response to item A.1, in measuring the Rb-88 particulate filter activity
and assuming that this activity is I-131, we note that this conservatism
holds only for releases occurring shortly after reactor shutdown.
For
releases which occur several hours or more after shutdown, the I-131
activity will equal or exceed the Rb-88 particulate activity.
With regard to item A.3, the referenced Section of the SEP in both the
Inspection Report and Appendix A to our letter of October 30, 1978, was
incorrect. The correct reference citation isSection VI.C and Appendix
8 of the SEP rather than Sec t ~n VII.2.C and Appendix B.
With regard to item A.5, based on the telephone conversation between Mr.
Latham and Dr. Bores on December 12, 1978, we understand that the intended
completion date for the SEP revisicns is February 28, 1979 rather than
February 28, 1978.
