20234 Gentlemen:
The Commission has issued the enclosed Amendment No. 3 to Facility License No. TR-5 for the National Bureau of Standards Reactor.
The amendment consists of changes to the Technical Specifications in response to your application dated March 24, 1980.
This amendment changes the Technical Specifications to provide for the use of alloy and dispersion fabrication methods in the construction of fuel plates to be used in the reactor. A change to your proposal was necessary to meet our requirements. This change was discussed with and agreed to by your staff.
Copies of the Safety Evaluation and the Notice of Issuance are also enclosed.
