UNITED STATES NUCLEAR FEGJIATORY CC4tISSION DOCIGT NO. 50-184 NATICNAL BUREAU OF STANDARDS NUTICE OF ISSUANCE OF AMENTENT TO FACILITY LICENSE Re U. S. Nuclear Regulatory Comission (the Commission) has issued Amendment No. 3 to Facility License No. TR-3, issued to the National Bureau of Standards (the licensee), which revised Technical Specifications for operation of its reactor located near Gaithersburg, in 31ontgcmery County, Maryland. The amendmant is effective as of its date of issuance.
The amendment changes the Technical Specifications to provide for the use of alloy and dispersicn fabrication methods in the construction of fuel plates to be used in the reactor. A change to your preposal was necessary to meet our require-ments. Bis change was discussed with and agreed to by your staff.
The application for the amendment complies with the standards and requirements of the Atamic Energy Act of 1954, as amended (the Act), and the Comissien's rules and regulations. The Ccmission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amend =ent was not required since the amendment does not involve a significant hazards consideration.
The Ccmission has detennned that the issuance of this amendment will not result in any significant envircnmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement, or negative declaration and envircnmental impact appraisal need not be prepared in connection with issuance of this amendment.
