NATIONAL BUREAU OF STANDARCS 00CXET NO. 50-184 AMENOMENT TO FACILITY LICENSE Amendment No. 3 License No. TR-5 1.
The Nuclear Regulatory Commission (the Commission) has found that:
A.
The application for ameneent by the National Bureau of Standards (the licensee) dated. March 24, 1980, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's rules and regulations :et forth in 10 CFR Chapter I; 8.
The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable arsurance (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.
The issuance of this mendment is in accordance with 10 CFR Part 51 of the Ccamission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of facility License No. TR-5 is hereby amended to reas as follows:
(2) Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 3, are hereby incorporated in the license.
The licensee shall operate the reactor in accordance with the Technical Specifications.

i 6-4 6.3 Reactor Core The reactor core may consist of up to thirty 3.0 x 3.3 inch, MTR curved plate type fuel elements, except that the central 7-inch region of each fuel element shall contain no fuel. The middle 6 inches of aluminum in the unfueled region may be removed. The side plates, unfueled autor plates and end adapter castings of the fuel elements shall be aluminum alloy; the fuel plates shall be uranium-aluminum alloy; uranium-aluminum oxide or uranium-aluminide with the uranium enriched to about 93% in U-235, clad with aluminum.
Basis The thermal design analysis and the power distributions on which the analysis was based assumed an MTR-type fuel element with a 7 inch unfueled central region in the open lattice array.I The power dis-tributions were based on a fuel rotation and loading pattern described in NBSR 9, Section 4.6.2 Any change in this fuel loading pattern would require a re-evaluation of the heat transfer properties of the element.
So long as the design conditions on burnout ratio and fuel plate temperatures are not exceeded, the new pattern is acceptable and reactor operation is permissible.
