VENDOR INSPECTION f

BABCOCK 6 WILCOX CmPANY (B&W 034/71-04)

The enclosed report of an incpection of the Babcock & Uilcox Company (B&W) in Mt. Vernon, Indiana, on August 24-27, 1971, is forwarded i

for information. The inspection was performed to examine reactor pressure vessels for the Zion 2,' Arkansas 1. Three Mile Island 2, j

andlRancho Seco facilities.

~SJ 3jg Our significant findings with respect to the above vessels are as follows:

1.

The Zion 2 vessel was completed satisfactorily and has been shipped to the site.

2.

The Arkansas Nuclear 1 vessel has passed the hydro-

,"J static pressure test and was awaiting the baseline ultrasonic test at the time of the inspection.

3.

Two minor deficiencies were identified in the manu-facture of the Rancho Seco vessel. These do not appear to require enforcement action and will be examined during our next inspection to assure that they are properly corrected.

4.

One item of noncompliance with ASME Section III Code was identified concerning manufacture of the Three Mile Island 2 vessel. The item involved improper holding time during a stress relief operation. - An enforcement letter has been sent to the Metropolitan Edison Company to obtain a resolution. The licensee has requested a ruling by an ASME Code Ccumittee. Uc will continue to carry this as an unresolved item until a satisfectory answer is received.
