I5tL USE OF UEBGEMALIZED FIATES 15 STEAM CEEEIATCES BY B&BCCCK & WILC0k While conducting an investigation at the Babcock & Wilcox Company (E6N) we learned that three steen generators were fabricated by B6W which contain annormalised plate material. The AS*2 Secticu III Coda applicable to these units calls for improved notch te @ s which is normally obtained through appropriate beat treatment or normalization. The licensees receivf.ng these units are the Sacramento Etsnicipal Utility District (Rancho Seco) and the Toledo Edison Company (Davis-Besse). One of the steam generators at Rancho Seco has a single annormalized pI3te. Enth of the steam generators fabri-cated for Davis-Desse are involved, one having three annormalized plates, the accond having four auch plates. All the annormalized plates are 4-7/16" in thickness, installed on the sae -e=7 side. Ibe entire units are designed i

O Our investigation disclosed that material property testing consisted of meet-j ins the minimum' requirements of the ASI2 Section III Code. These included one tensila test and the breeking of a single set (3) of Charpy icpact speci-mens. Since the failure to normalize say result in non-uniform properties across the dimensions of the plate, we believe more extensive testing of unnormalised material is needed to despostrate that the properties are accept-able for the intended service.
You may wish to uvalusta this problem and discuss with the two licenseem an appropriate resolution.
We are planning an inspection of the BEN Barberton facility in January and will provide further details at that tias.
