The Commission has issued the enclosed Amendment No. 4 to Facility License No. DPR-54 for the Rancho Seco Nucicar Generating Statien.
The an'endment consists of changes to your Technical Specifications in response to your requests dated July 8, 1975, as supplemented March 12, May 8. August 1,.0ctober 15, November 17, and November 25; May 23, 1975; and March. 10, 1976.
The amendment (1) changes operating limits in the Technical Specifi-cations based upon an acceptable evaluation model that confores to the requirements of 10 CFR E50.46; (2) terminates restrictions imposed on,the facility by the Commission's December 27, 1974 Order for Modification of License;.(3) changes surveillance requirements for the structural integrity of the reactor building; and (4) updates the corporate organization chart in the Technical Specifications.
Copies of th9 related Environmental Impact Appraisal, Safety Evaluation and the Federal Reg' ster Notice are also enclosed.
