ENVIRONMENTAL IMPACT APPRAISAL BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 4 TO DPR-54 SACRAMENTO MUNICIPAL UTILITY DISTRICT RANCHO SECO NUCLEAR GENERATING STATION ENVIRONMENTAL IMPACT APPRAISAL 1.

Description of Proposed Action By letter dated July 8, 1975, Sacramento Muncipal Utility District (the licensee) submitted proposed changes to the Technical Specifications Appendix A to License DPR-54. The proposed changes resulted from the application of the Acceptance Criteria for Emergency Core Cooling Systems (ECCS).

Supplemental information relating to the ECCS evaluation has been sup-plied by the licensee in his letters of March 12, 1975, May 8, 1975, August 1, 1975, October 15, 1975, November 17, 1975, and November 25, 1975.

Proposed changes involving reactor building surveillance and changing the organization description were submitted by letters dated May 23, 1975 and March 10, 1976. We have reviewed this matter and.the conclusions are set forth below.

The licensee is presently licensed to operate the Rancho Seco Nuclear Generating Station, located in the State of California, Sacramento County, at power levels up to 2772 megawatt thermal (MWt). The proposed change to incorporate the ECCS Acceptance Criteria in conjunction with changing reactor building surveillance and the organization chart does not result in an increase or a significant decrease in power levels of the unit. The restrictions on heat generation rates will require careful control of fuel operating history. However, there should be no reduction on total burnup resulting from the revised ECCS evaluation methods. Since neither power level nor fuel burnup is significantly affected by the action, the action does not affect the benefits of electric power production considered for the captioned facility in the Commission's Final Environmental Statement (FES) for Rancho Seco Nuclear Generating Station Docket No. 50-312, dated March 1973.

Environmental Impacts of Prg w sed Action Potential environmental impacts associated with the proposed action are those which may be associated with incorporation of the ECCS Acceptance Criteria and utilization of nuclear fuel for this facility.

  • ~It is particularly noted that in the absence of any significant change in power levels, there will.be no change in cooling water requirements 4

and consequently no increase in environmental impact from radioactive effluents and thermal-effluents for normal operating or post-accident conditions which in turn could not lead to significant increases in radiation _ doses or thermal stress to the public or to biota in the environment.

For normal operating conditions, no environmental-impact other than as described in the Commission's Final Environmental Statement (FE3)

.for Rancho Seco Nuclear Generating Station, Docket No. 50-312, dated March 1973, can' be predicted for the proposed action. The Commission's calculated releases of radioactive effluents, both gaseous and liquid, are_ based on expected release rates to the environment and pree quantified on the basis of the total quantity of nuclear fue1 within the reactor. The estimates of radionuclides and release rates will not be affected by the proposed action, and since the total

-quantity of nuclear fuel is unchanged, no increase in the calculated release of radioactive effluent is predicted. Consequently, no increases in radiation doses to man or other biota are predicted.

Conclusion and Basis for Negative ~ Declaration on the basis of the foregoing analysis, it is concluded that there will be no environmental impact attributable to the proposed action other.than has already been predicted and deceribed in the Commission's FES for-Rancho Seco Nuclear Generating Station. Having made this con-clusion, the Commission has further concluded that no environmental impact. statement for the proposed action need be prepared and that c negative declaration to this effect is appropriate.
