Dear Mr. Smith:
This is in reply to your letter of July 26, 1972 in which you made note of a nonconformance found during the AEC audits held June 27-30, 1972 relating to the construction of Rancho Seco Nuclear Generating Station. We have reviewed the condition found and offer 9
the following comments.
As reported, the Management Inspectors, when performing a final inspection on cable routing and terminations would detect departures from the. drawing and specifications. They would not accept the cable routing and terminations, but would " return" the sys tems to the contractor to be reworked. The cable routing and terminations would not be accepted util all departures were' reworked to conform to the drawings and specifications. Therefore, adequate control had been maintained to assure that completed systems turned over for operation did meet the requirements.
The District does recognize that the practice was not in strict conformance with their QA program and was concerned because of the length of time that the contractor was taking to correct these departures. Therefore, actions have been taken to establish a two day limit period, af ter which, if the departures have not been corrected, these are documented on a Nonconformance Report and properly disposi-tioned.
