The staff position regarding a preoperational piping dynamic effects test program is delin-eated in Attachment A.

and orientation criteria is not clear.
State the criteria used to locate postulatedbreaklocationsand'breakorientation)s. Note any differences
between the criteria used and Regulatory Guide 1.46 and justify any differ-4 ences.. Also, Attachment B presents the staff position regarding pipe whip i
dynamic analysis.
Indicate any deviations from this position and justify the differences.

The response to Question 4.22 is not satisfactory. Describe the stress, strain or deformation criteria used to assure the structural integrity and equipment function of all Seismic Category I component and equipment supports.

Describe the procedures and results used to assure the operability of active pumps and valves under faulted plant conditions.
The discussio,n should include a listing of all Category I active pumps and valves, their safety function (open or close), test conditions, ope, rational conditions, special tests, etc.
