Gentlemen:

This refers to the construction inspection conducted by Mr. Herdt

of this office on April 17-19, 1973, of activities authorized by

AEC Construction Permit No. CPPR-51 for the Crystal River 3 facility,

w

and to the discussion of our findings held by Mr. Herdt with

Mr. H. L. Bennett and other members of your staff at the conclu-

sion of the inspection.

Areas examined during the inspection and our findings are dis-

cussed in the enclosed inspection report. Within these areas,

the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and obser-

vations by the inspector.

Within the scope of the inspection, no violations were identified.

One new unresolved item resulted from this inspection.

This item

is identified in Section III of the summary of the enclosed report.

This item will be examined on a subsequent inspection.

We have also examined actions you have taken with regard to pre-

viously identified violations and unresolved items.

The status

of these items is identified in Sections II and IV of the summary

of the enclosed report.

In accordance with Section 2.790 of the AEC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter

and the enclosed inspection report will be placed in the AEC's Public

Document Room.

If this report contains any information that you

believe to be proprietary, it is necessary that you make a written

application within 20 days to this office to withhold such informa--

tion from public disclosure. Any such application must include a full

statement of the. reasons on the basis of which it is claimed that the

information is proprietary, and should be prepared so that proprietary

information identified in the application is contained in a separate

part of the document.

If the report contains no information which you

believe to be proprietary, please inform us in writing within 20 days

to this effect.

In such case, the report, as enclosed with this letter,

will be placed in the Public Document Room.
