Management Meeting, July 6,1979 This refers to the management meeting which was held at your request and was conducted by J. M. Allan, Deputy Director, Region I and other members of the Region I staff at our office in King of Prussia, Pennsylvania on July 6,1979 and to the discussions of your actions taken to improve your Radiation Protection Program since a meeting regarding the above on June 5, 1979.
The matters reviewed during this meeting are reported on the Office of Inspection and Enforcement Meeting Summary that is enclosed with this letter. The topic of this meeting was the status of implementation of your schedule for upgrading the Oyster Creek Nuc. lear Generating Station Radiation Protection Program.
In accordance with Section 2.790 of the NRCs " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosure will be placed in the NRC's Public Document Room. The enclosure was reviewed by members of your staff on June 2,1980 and it was determined that it does not contain proprietary information.

Meeting Purpose and Summary The purpose of this meeting was to determine the status of the implemen-tation of the upgrade plan for the Oyster Creek Nuclear Generating Station Radiation Protection Program.
This upgrade plan had originally been sub-mitted by the licensee in the June 5, 1979 Enforcement Management meeting held at NRC Region I.
Licensee representatives presented an implementation schedule from the original plan which had been modified to illustrate the status of each of the items.
Region I management noted that the licensee appeared to be adhering to the implementation schedule presented in the previous meeting.

2 Regional management presented the following coments and observations:
There appeared to be a need for additional administrative assistance to the Station Manager. This additional assistance would permit the Station Manager to get more involved in day to day station activities.
There was a need for a formal in-plant health physics audit program.
A radiation protection training / retraining program should be established.
Radiation protection involvement in Emergency Planning appeared limited.
A Health Physicist should be placed on the Plant Operations Review Committee (PORC).
There was a definite need for improved ALARA and respirator protection programs.
Licensee representatives concurred and indicated action would be taken to address the above areas.
The licensee representatives requested an additional meeting, which would be held in approximately one month. to further update Region I on the status of the upgrade items d gion I d on this request.
