UPGRADED EMERGENCY PLANS FOR WASHINGTON PUBLIC POWER SUPPLY SYSTEM NUCLEAR PROJECTS NOS. 3 & 5 (WNP-3 AND WNP-5)

In your letter of May 16, 1980, you requested approval for (1) a topical manual approach for the Satsop Site Emergency Plan as was granted for the Hanford site, and (2) a submittal date of the Satsop Site Emergency Plan of 15 months prior to fuel load date of WNP-3.

Similarly to the Hanford site, we do approve your request for the topical approach toward addressing the Satsop Site Emergency Plan. However, with respect to your second request, we do not understand your late submittal date of your emergency plan with respect to the application for operating licenses for WNP-3 and WNP-5. We waived the submittal date of the emergency plan until May 1981 for the Hanford site since we were attempting to accommodate your scheduled date for submitting your application on Washington Public Power Supply System Nuclear Projects Nos. I and 4, and since we could not foresee any impact on our scheduled review time.

From your letter dated May 7,1980, your most recent revised schedule for fuel load dates for WNP-3 is December 1985 and WNP-5, December 1986. As you related in this letter, these revised schedules were for budget planning purposes and you are continually reviewing these schedules for any future changes. Therefore, since your application for WNP-3 and WNP-5 will not be submitted for another two to three years from now, our position is that your application will not be acceptable without Section 13.3 in your Final Safety Analysis Peport for these plants.
