During unit 1 cooldown from Mode 3, RWST level fell below required water level while still in Mode 4.

Conditions Prior to Occurrence:

Unit 1 in Mode 3 Apparent Cause of Occurrence:

The de=and on RWST water due to RCS shrink and pressurizer level was underestimated during unit 1 cooldown and makeup not started in time to maintain RWST level.

Analysis of Occurrence:

There was no danger to public health and safety.

Corrective Action

Cooldown was continued to Mode 5 (where required level is only 35,443 gallons) while. continuously making up to the RWST.
