Gentlemen:

Millstone Nuclear Power Station, Unit No. 2 Large Break LOCA/ECCS Performance Results In Reference (1), Northeast Nuclear Energy Company (NNECO) provided the results of the non-LOCA saf ety analyses necessary to support Cycle 4 operation. The Large Break LOCA/ECCS performance analysis has now been completed and the results are provided in Attachment 1. These results have been QA-verified by Westinghouse, the Cycle 4 fuel supplier. The results of the Small Break LOCA analysis were provided in Reference (2).

The analyses performed showed the double-ended cold leg guillotine (DECLG) break at the pump discharge to be the limiting large break. The maximum clad temperature calculated for the DECLG large break was 2111 F and the raximum local and core-wide metal-water reaction were calculated to be 5.5 and 0.3 percent, respectively. These values are within the acceptance criteria established in 10CFR50.46.

NNECO has reviewed these results pursuant to the requirements of 10CFR170 and has determined that the applicable fee has been previously transmitted to the h3C Staff in Reference (3).

Very truly yours, NORTHEAST NUCLEAR ENERGY COMPANY D / {/,!
