Finfrock, Jr. Vice President Madison Avenue at Punch Bowl Road Morristown, New Jersey 07960 Gentlemen: This refers to discussions between members of the NRC Health Physics Appraisal Team and Messrs. Carroll and Ross on May 15, 1980 and to a telephone conversation between you and Mr. Boyce Grier of this office on May 16, 1980 regarding our concerns for the emergency readiness posture at the Oyster Creek Nuclear Generating Station. With regard to the matters discussed in the referenced discussions and telephone conversation, it is our understanding that the following action will be under-taken and completed by the end of the currrent outage and prior to the resumption cf operation of the Oyster Creek Nuclear Generating Station: A. A clear description of the Oyster Creek Nuclear Generating Station emergency organization, including Corporate support personnel, shall be formulated to include: (1) the development of the organizational structure for the command and control relationships of the various functional areas of emergency activities and (2) the assignment of individuals to the various ~ areas of functional activity by position or title and name. 8. A review of all emergency plan implementing procedures shall be performed with appropriate revision to (1) eliminate existing-contradictions, (2) correctly reflect existing types, locations and uses of facilities and equipment, and (3) delineate the responsibilities assigned to the various elements of the emergency orgranization. C. Appropriate training / retraining of all individuals assigned to the various functional areas of emergency response activities shall be conducted, and verification shall be performed that all such individuals understand and are able to perform their assigned emergency duties in an effective manner. 8006190 M -{
