Morris, Director Division of Reactor Licensing FLORIDA POW.a CORPORATION'S CONSTRUCTION EXDiPTION REQUEST DOCKET NO: 30-302 By letter dated February 14, 1968, the Florida' Power Corporation requested en exemption from the provisions of Section 50.10(b), pursuant to Section 50.12 of the Co= mission's rules to permit construction of the tendon gal-1ery for the Crystal River Unit 3 Nucient Generating Plant prior to issuance of a construction permit. Supplccental information on power margins was furnished by the Florida Pcver Corporation in a suppic-ental icetar dated April 18, 1968.

The tendon gallery installation is required in order to accomplish pouring of a concrete leveling mat helev the base slab of rne reactor building, aractica of for as md the Icoac place.:ent cf reinfu c uent ateel for the bct:.nin of the reactor building.

Our review of the exc~:ption ree.ucs indicates that although the tendon gallery is a ftmetional part of the centainrent building from the view-point of installation and inspection of the prostressive tendens, it does not serve as a structural foundation.. The geological censiderations for i

the Crystal River site have been reviewed.

It has been deter =ined that the subsurface grouting, referri.C to in the applicant's requent for exerp-tion and his PSAR, provides an. acceptable foundation.in the native lime-stone. We conclude that., installation'of the tendon gallery would not present a safety problem, and therefore we have no objection to granting the request.
