ISSUANCE OF FACILITY OPERATING LICENSE NO. DPR-72 FOR CRYSTAL RIVER NUCLEAR GENERATING ?LANT, UNIT 3 The Nuclear Regulatory Co= mission has issued the enclosed Facility Operation License No. DPR-72 including Technical specifications (Appendices A and 3) to the Florida Power Corporation, City of Alachua, City of Bushnell, City of Gainesville, City of Kissimmee, City of Leesburg, City of New Smyrna Beach and Utilities Commission, City of New Smyrna Beach, City of Ocnla, Orlando Utilities Commission and City of Orlando, Sebrir; Utilities Co= mission, Seminole Electric Cooperative, Inc. and City of Tallahassee, for the Crystal River Unit 3 Nucledt Generating Plant. Accordingly, License No. DPR-72 authorizes Florida Power Corporation to load fuel in the Crystal River Unit 3 Nuclear Generating Plant, located in Citrus County, Florida, and to operate the plant in the refueling mode of operatioa and the cold shutdown mode of operation.
In accordance with the Co= mission's Supplemental Statement of General Policy of November 5,1976 (41 F.R. 49898, November 11, 1976), the staff has determined in the enclosed Environmental Assessment, that use of revised values for reprocessing and waste management would not tilt the cost-benefit balance for the Crystal River Unit 3 Nuclear Generating Plant against issuance of even a full power operating license.

B-54, which covers the activities authorized under Facility Operating License No. DPR-72 are enclosed. Please have all Licenses sign each copy and return one copy to this office.
