authorizing operation of the Crystal River Unit 3 Nuclear Generating Plant by the Florida Power Corporation, in accordance with the provisions of the license and the Technical Specifications. 'Ihe Crystal River Unit 3 Nuclear Generating Plant is a pressurized water nuclear reactor located in Citrus County, Florida.

i License No. DPR-72 authorizes Florida Power Corporation to load fuel in tne Crystal River Unit 3 Nuclear Generating Plant, located in Citrus County, Florida, and to operate the plant in the refueling mode of oper-ation and tne cold shutdown mode of operation.

.,m We Comnission issued Supplemental General Statement of Policy (41 F.R. 49898, November 11, 1976) which concluded that full-power licensing of light water reactors may be resumed on a conditional basis using existing fuel cycle impact values (Table S-3) for reprocessing and waste management, provided the revised values presented ?n the Commission's notice of proposed rulemaking of October 8, 1976 (43 F.R. 45849) were also examined to determine the effect on the cost-benefit balance for operating the plant. his examination has been performed by the Comnission staff and is set forth in the " Environmental Assessment, Crystal River Unit 3 Nuclear Generating Plant, Fuel Cycle Considerations." he assessment concludes that use of such revised values would not tilt the cost-benefit balance against issuance of even a full power operating license.

The Ccmission has made appropriate findings as required by the Atomic.nergy Act of 1954, as amended (the Act), and the Commission's e

rules and regulations in 10 CFR Chapter I, which are set forth in the license. Se Comnission has also made appropriate findings which are L

.O set forth in the license regarding the environmental impacts associated with operation of the facility. We license also includes the condition that the license is subject to the outcome of the proceedings in Natural Resource Defense Council v. IRC (D. C. Circuit) (July 21, 1976), Nos. 74-1385 and 74-1586. The application for tne license complies with the scandards and requirements of the Act and the Comission's rules and regulations.
