' Certain activities under your license appear to be in noncompliance-vith l
AEC regulations and with your procedures as identified below:
1.
Criterion XIII of Appendix B to 10 CFR 50, " Handling, Storage, and Shipping," states, in part, " Measures shall be established to con-trol the handling, storage, shipping, cleaning and preservation of material and equipment in accordance with work and inspection instruc-tions to prevent damage or deterioration..
Your procedure FS-III-11b, " Receipt, Inspection, Handling, Storage, and Installation of Ss,fety and Pressure Relief Valves," states, in part, " Valves must be inspected to verify acceptance of valve upon delivery.
. Verify mark number or serial number.
Valves must be periodically inspected to verify they are stored satis-factorily.
. This inspection period is thirty (30) days."
Contrary to the above requirements, apparent deficiencies were iden-tified in the storage and inspection program.
In particular:
a.
The receiving inspection report dated July 12, 1971, documented C/
the receipt of the electromatic relief valve, RC-RV2, and one safety relief valve, RC-RV13. The valves actually received vere the electromatic relief valve, RC-RV2, and the isolation gate valve, RC-V2.
b.
In-sto.1ge inspections were not completed between the periods July 12, 1971, to February 8, 1972, and March 31, 1972, to May 11, 1972.
The two valves were " misplaced" from July 12, 1971, to c.
February 7, 1972.
2.
Criterion V of Appendix B to 10 CFR 50, " Instructions, Procedures, and Drawings," states, in part, " Activities affecting quality shtl1 be prescribed by documented instructions,... and shall be accor-plished in accordance with these instructions, procedures.
Criterion IX of Appendix B to 10 CFR 50, " Control of Special Processes,"
states, in part, " Measures shall be established to assure that special processes including velding,.
are controlled and accomplished by
. qualified personnel using qualified procedures,.
Contrary to the above, the control of velding rod was not being implemented in that quantities of type 7318 velding rod, a type re-quiring a special environment control prior to use, were found lying es
