Gentlemen:
This refers to the inspection conducted by Mr. P. T. Burnett of this office
on May 22-26, 1978, of activities authorized by NRC License No. DPR-72 for
the Crystal River Unit 3 facility, and to the discussion of our findings
held with Mr. G. P. Beatty at the conclusion of the inspection.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report. Within these areas, the inspection consisted of
selective examinations of procedures and representative records, interviews
with personnel, and observations by the inspector.
Within the scope of this inspection, no items of noncompliance were
disclosed.
One new unresolved item resulted from this inspection and is discussed in
the enclosed report.
This item will be examined during subsequent
'
inspections.
In the course of the exit interview plant management made a commitment to
add the missile shield crane to the preventive maintenance program for
cranes. Management also made the commitment to review ANSI B30.2.0-1976 for
applicability to all cranes engaged in handling radioactive material or in
'
carrying loads over fuel. ANSI B30.2-1976 is a safety standard for overhead
traveling cranes. The results of the review will be discussed with plant
management during a forthcoming inspection.

In accordance with Section 2.790 of the NRC's " Rules of Practice", Part 2,
Title 10, Code of Federal Regulations, a copy of this' letter and the
enclosed inspection report will be placed in the NRC's Public Document Room.
