The attached report of an inspection at the subject site on October 6-8,
1971, is forwarded for action. During the inspection, it was learned
that the cain steam line classification changes from seismic Class I to
Class III after leaving the containment building. This classification
change has an effect on the quality program as well as on design.
Region II believes that downgrading the steam lines is inappropriate
at a point in the lines inboard of remotely operated valves. Accordingly,
it is requested that this matter be referred to DRL for review and

evaluation.

We expect satisfactory action on the items of noncompliance discussed in
the report.
During the inspection, a detailed discussion was held with a number of
people concerned with the preoperational testing program.

covered portions of the material required by PI 3900, specifically the
implementation of 10 CFR 50, Appendix B.
The remainder of PI 3900 vill
be covered with. appropriate management representatives at a later time.
