The attached report by our field inspector of a visit to the subject facility
is for'arded for resolution of the licensee's proposed
on May 30-31, 1973

sequence of testing related to the containment building. The proposed
test sequence differs from that described in Preoperational Testing Guide
No. R0-1-73.
The inspection also disclosed that separate procedures have not been developed
for all activities suggested in Appendix A of AEC Safety Guide 33.
However,
the licensee's overall procedure breakdown and system appeared to satisfy the
intent of the Safety Guide in that necessary actions to combat emergencies

have been addressed within the overall procedural system for operating the

station.
