Action Requested The licensee's proposed. procedure to measure the leakage rate of the containment is consistant with the provisions of 10 CFR 50 Appendix J and the requirements of the licensee's FSAR but the procedure differs f rom the PREOPERATION!.L TESTING GUIDE NO. R0-1-73 in that the licensees pressure (30 psig) level before making the structural test at 68 psig.
Please maka a technical evaluation as to the adequacy of performing the tests in this sequence.
