INSPECTION REPORT 050-312/73-03 As requested by FO-107, dated July 2, 1973, we have reviewed Paragraph 6 of the subject report and determined that the containment testing sequence proposed by SMUD is acceptable. The Materials Engineering Branch, DL, also concurs in the proposed testing sequence.

In our review of the overall report we noted that the licensee appears to be relying to some extent on the Technical Specifications to fulfill the requirements for emergency procedures (Paragraph 8).

We do not consider this approach to meet the intent of' Safety Guide 33.

Expected emergencies and/or abnormalities should be controlled by procedures specifying the operator actions required t.o terminate or limit such
