Gentlemen:

This refers to the corporate management meeting held on August 16, 1973,

to discuss activities authorized by AEC Construction Permit No. CPPR-35.

Areas discussed during this meeting included a description of Regulatory's

function and inspection program to be conducted during the preoperational

and startup testing of Oconee 3.

It is our understanding that you intend

to implement a quality assurance program for preoperational testing and

plant operation that meets the requirements of 10 CFR 50, Appendix B.

A copy of the report of this meeting is enclosed.

In accordance with

Section 2.790 of the AEC's " Rules of Practice," Part 2, Title 10,

Code of Federal Regulations, a copy of this letter and the enclosed

inspection report will be placed in the AEC's Public Document Room.

If this report contains any information that you believe to 'oe

proprietary, it is necessary that you make a written application

within 20 days to this office to withhold such information from

public disclosure.

Any siith application must include a full

statement of the reasons on the basis of which it is claimed that

,

the information is proprietary, and should be prepared so that

-

proprietary information identified in the application is contained

in a separate part of the document.

If the report contains no

information which you believe to be proprietary, please inform us in

writing within 20 days to this effect.

In such case, the report, as

enclosed with this letter, will be placed in the Public Document Room.
