In answer to your letter of Sep; ember 10, 1971, specifically enc'.osu"e Dcchet Nos. 50-270, 287, relating to certain items that appeared to be in noncompliance with 10 CFR Part 50, Appendix 3

" Quality Assurance Criteria for Nuclear Pcwer Plants" - your statemen: ' hat we proceeded with the installation of the feedwater headers on steam =menerator 23 in Uni: 2 at Oconee without a written approved J

procedure is correct. However, Criterion V states that activities affecting quality shall be prescribed by docume nied instructions, procedures, or drawings.

We did have approved E&W drav.ings which were used as installation instructicns before we began installation cf the feedwat.er headers. These drawings are B&W 129323E Revision 9, B&W 129302E Revision 12, and B&W 129322E Revision 9.

B&W site representatives were also no:ified before we began installing me header, since the warehousing of B&T equipmen: for the nuclear steam supply system is centrolled by B&W.
